
India has joined a United States-led international initiative seeking to influence how future 6G telecommunications networks are developed, secured and deployed, becoming the 26th government to support the framework.
The US Department of Commerce announced India’s participation on September 7 following a meeting between US Commerce Secretary Howard Lutnick and India’s Minister of State for Commerce and Industry Jitin Prasada.
The initiative, formally called the Call to Action for 6G Leadership and Security, was launched by the US Commerce Department’s National Telecommunications and Information Administration on July 27. Its original 25 participants included the United States, Australia, Canada, Japan, South Korea, the United Kingdom and several European and Latin American countries.
India was not among the initial signatories. Its subsequent entry expands the group to 26 governments and gives the country a place in early international discussions about the principles, supply chains and security requirements that could shape the next generation of wireless infrastructure.
The agreement is a policy-coordination framework rather than a commercial network project. It does not announce funding, allocate spectrum, award equipment contracts or establish a date for introducing 6G services in India.
Security and Interoperability Form the Core Agenda
Participating governments have committed to encouraging 6G systems that are open, interoperable, secure, resilient, supported by trusted artificial intelligence, resource-efficient and driven by competition.
Interoperability is important because devices and networks built by different manufacturers must communicate across national borders. Without broadly accepted standards, countries could develop incompatible systems, increasing costs for telecom operators and limiting the international market available to equipment manufacturers.
Security is receiving attention at an early stage because future networks are expected to connect considerably more than smartphones. Possible applications include industrial robots, autonomous transport, advanced healthcare systems, satellite communications, smart infrastructure and automated manufacturing.
An intrusion into this type of network could disrupt physical equipment and essential services rather than simply interrupting mobile calls or internet access. Participating countries therefore want security, network resilience and trusted supply chains considered while 6G architecture is being designed.
The initiative also recognises that artificial intelligence could become a fundamental part of 6G. AI systems may be used to allocate network resources, identify faults, optimise energy consumption and respond to changing traffic conditions.
However, integrating AI directly into network operations creates additional requirements involving reliability, cybersecurity and accountability. A malfunctioning or manipulated AI system could affect service across a large part of a network, making safeguards an important part of technical development.
Over the next 12 months and beyond, participating governments plan to establish official points of contact, engage with telecom companies and academic institutions, identify obstacles to 6G leadership and consider measures for strengthening secure supply chains.
The framework is intended to complement, rather than replace, technical standards work led by industry and international bodies. The International Telecommunication Union refers to the emerging 6G framework as IMT-2030 and expects candidate radio-interface technologies to be submitted between February 2027 and February 2029.
This means many of the technical details associated with 6G remain under development. Performance targets, frequency bands, network architecture and commercial equipment specifications have not yet been finalised.
India Connects Global Initiative With Bharat 6G Mission
India’s entry supports a domestic programme that has been developing since the Bharat 6G Vision was released in March 2023. That document set an objective for the country to become a major contributor to the design, development and deployment of 6G technology by 2030.
The government subsequently established the Bharat 6G Alliance, an industry- and academia-led organisation bringing together telecom operators, equipment manufacturers, startups, research institutions and standards organisations.
The alliance had expanded to 90 members by July 15, 2026, according to the Ministry of Communications. It has formed seven working groups addressing areas including spectrum, devices, network technology, applications, sustainability, artificial intelligence, sensing and security.
India has also funded two specialised testbeds covering terahertz communication and advanced optical communication. These facilities are intended to help researchers and companies test technologies that could eventually become components of commercial networks.
In addition, 100 5G laboratories have been established at academic institutions to support training, experimentation and collaboration with startups. The government said in October 2025 that it had approved 104 research proposals specifically involving 6G network ecosystems.
Under the Telecom Technology Development Fund, 115 projects connected with 5G and 6G had received approvals worth ₹310.6 crore by September 30, 2025. These projects remain at different stages and should not be treated as completed commercial products.
India has set an ambition to secure approximately 10% of global 6G patents. That target has not yet been achieved, and patent numbers alone will not determine leadership. Commercially valuable intellectual property must ultimately be incorporated into recognised standards, licensed internationally or used in competitive products.
Early Participation Could Support Indian Companies
Joining the international initiative gives Indian researchers and businesses an additional channel for participating in conversations about standards, security and equipment compatibility.
This could create opportunities across telecom equipment, semiconductors, cloud computing, network software, satellites and advanced manufacturing. Indian companies could also benefit if cooperation makes it easier to participate in secure international supply chains.
The immediate effect, however, is institutional rather than commercial. Consumers should not expect 6G devices or services to follow quickly from the announcement, while telecom operators have not received new spectrum or rollout obligations through the agreement.
India’s challenge will be to convert its participation into research partnerships, standards contributions, valuable patents and domestically developed products. Joining the 26-government framework provides an early seat at the table, but the country’s influence will depend on the technology it contributes before 6G networks begin moving from laboratories into commercial deployment.
