Gujarat’s SpaceTech Policy 2025–2030 The government of Gujarat has taken a strategic step to emerge as a key player in India’s rising space ecosystem by announcing its ambitious SpaceTech Policy 2025–2030. Announced on April 17, 2025, the initiative aims to attract $5 billion (approximately ₹41,000 crore) in investments and create 25,000 skilled jobs within the next five years.

A statement issued by the government said that the policy, inspired by the legacy of the father of the Indian space programme, Vikram Sarabhai, seeks to “foster innovation, attract investment, and drive private sector participation in India’s rapidly growing space economy”.

Vikram Sarabhai, the father of India’s space program and a native of Gujarat  inspired the initiative, which fits into the state’s vision of leading next-generation development of space tech in the country.

A special policy which not only aims to position the state as an upcoming hub for space technologies along with the interface for Indian use in the world but also encourages the involvement of the private sector through innovation and improvement in the startup ecosystem

Key Highlights of the SpaceTech Policy

  • Varied Focus Areas: From satellite payload and component manufacturing and propulsion systems to communication networks, ground stations, and satellite control centres and the design of space-based applications, the policy will enable a wide range of activities.
  • Centre of Excellence and SpaceTech Park: The Gujarat government will establish a SpaceTech Park to promote innovation and enable industry compatibility. It will feature shared technical facilities, testing infrastructure, and R&D support. Additionally, a Centre of Excellence in Space Technologies will be developed to promote skill-building, advanced research, and knowledge sharing.
  • Strategic Collaborations: For this, the state is coordinating with the Indian National Space Promotion and Authorisation Centre (IN-SPACe) and the Department of Space to ensure that the policy aligns with national goals. The initiative also leverages the Indian Space Policy 2023, which opened up the space sector to private players and relaxed foreign direct investment norms.

Incentives and Infrastructure

As per the Gujarat policy, both fiscal and non-fiscal incentives were promised to startups, MSMEs, and large enterprises. The provisions have also included subsidies, capital support and fast-track clearances to ensure a business-friendly environment.

At the launch, Gujarat Chief Minister Bhupendra Patel said Gujarat has become an opportunity for stakeholders in the space sector, both nationally and globally. He highlighted that the policy aligns with Prime Minister Narendra Modi’s vision of “Make in India” and the country’s increasing presence in global space missions.

This forward-looking policy is a landmark achievement towards an algorithm for a strong space-tech ecosystem in India. At a time when global interest in space exploration is on the rise, Gujarat’s timely engagement can be a template for states interested in this high-tech sector. This policy fortifies Gujarat as a crucial link in the space economy, doing so with innovation at its heart and with strong institutional support.
